v3.0 frozen on 2025-11-17. Proceeding to build 4.0

This marks the official freeze of MindFrame v3.x before the architecture is migrated into the v4.0 Development Cycle. Version 3.x contained the foundational shift from “persona builder” to “cognitive framework,” introduced Programs, Program Engines, Governance, and the Development workspace for future expansion.

All future updates, experiments, and architecture planning will occur inside the new 06_Development folder (v4.0 workstream).

The v3.x system is preserved as a reference build.
